Why not put the RPC in Redding?

The City of Redding cannot pursue any additional major park improvements at this time. Furthermore, grant funds explicitly target critically underserved communities based on median household income or areas severely lacking parks.

Because of this, creating a regional complex by expanding the courts at Enterprise Park or building anew at Big League Dreams / California Soccer Park is not possible—those locations do not qualify for the necessary grant funds. Therefore, Shasta Lake City leads the way.

Where exactly will it be?

The final location in Shasta Lake City has yet to be determined, but there are 5 prime sites along Pine Grove Avenue (plus 2 others) that offer easy access to I-5 via Exit 684. These locations are within 15 minutes of Redding, Palo Cedro, Bella Vista, and North Anderson.

SHARP recommends the Pine Grove Avenue locations for their sheer convenience. Ultimately, Shasta Lake City staff will become the owner and operator of the RPC and will have the final word on the specific site.

Grant Location Criteria

To secure funding, the location must meet strict grant eligibility requirements based on either income or existing park density within a 0.5-mile radius. If a location meets neither, it cannot be considered.

Option A: Income Criteria

The median household income in the surrounding area must be less than 80% of the statewide average.

Option B: Park Criteria

The current park acreage in the surrounding area must be less than 3.0 acres per 1,000 population.

How many courts are we talking about?

The facility will require about 5 acres of land and will ultimately include 24 lighted courts. It will be completely free to use for drop-in play for all ages. Building 16 lighted courts initially (which is large enough to host major tournaments) and then phasing in the remaining 8 courts is a highly viable approach.

Parking & The Splash Pad Synergy

Adding other recreational amenities, like a splash pad and kid’s playground, to the complex creates a perfect parking synergy:

  • Morning (Early - 11 AM): Pickleballers arrive early and finish up their games.
  • Mid-Day (11 AM - 5 PM): The weather heats up, pickleballers leave, and families arrive to use the splash pad.
  • Evening (6 PM - 11 PM): The splash pad closes, and the evening crowd of pickleballers returns.

This natural schedule ensures the parking lot turns over three times a day, maximizing the facility's efficiency without requiring massive, sprawling concrete lots.
